The Town of Belmont seeks to fill the position of Director of Public Works. The Public Works Director provides leadership, management and technical expertise for two departments: Highway and Sewer Department. The director supervises and manages 8 full-time, 1-2 seasonal part time employees and occasional subcontractors. The director reports directly to the Town Administrator and advises on strategic organizational goals and policies; carries out directives of the Selectboard in accordance with state statues, town ordinances and administrative policies; collaborates with the Land Use, Police Chief, and Fire Department. The director works effectively with the employees, state and local officials, committees and boards and residents to design and implement strategies that meet short and long term goals and objectives.
Belmont has approximately 7,800 residents, 4,300 properties, and 67.02 miles of Class V roads. The town road network of approximately 57 miles of paved roads and 10 miles of gravel roads is maintained with a fleet of owned equipment and occasional outside contractors. The Public Works department provides full-time coverage with 24-hour on-call service to provide a safe and passable network of roads and bridges during regular, weather or other infrastructure failure related conditions.
The candidate will lead a strong, cohesive and capable team of professionals to deliver the highest level of service possible while meeting budget objectives. To meet this goal, an ideal applicant will demonstrate: communication, management and leadership ability; contemporary administrative, organizational and human resource management skills; basic municipal budgeting knowledge and experience; robust and industry specific technical expertise in road construction and maintenance; fleet management skills; federal, state and local regulations regarding pertaining to roads, environment, land use; and grant funding resources. Candidates should be prepared for occasional hands on work including participation in all aspects of snow and ice removal, equipment and machine operations and other manual processes. Candidates must be able to reasonably predict, respond, monitor, manage and participate in 24 hour weather related and other emergency infrastructure events in a reliable, timely and efficient manner.
A Bachelor's Degree or equivalent knowledge experience in civil engineering, construction management, public or business administration or related field; minimum 5 to 7 years experience with 3 to 5 years in a supervisory capacity, or any equivalent combination of education and experience that demonstrates possession of the required knowledge, skills and abilities. A Current NH Commercial Drivers License is required, must be able to obtain a DOT medical card and participate in random drug and alcohol testing program.
