Job Title: Senior Procurement Buyer

Pay Range: $29.94/hr (W2)
Job Description
We are seeking a Senior Procurement Buyer to join our team. The ideal candidate will have strong experience in public-sector procurement, ERP-based purchasing workflows, and contract administration and a proven ability to manage full lifecycle sourcing, improve processes, and support compliance and supplier diversity goals.
Responsibilities:
- Administer procurement workflows in the ERP (Microsoft Dynamics 365 Business Central), including data entry, purchase order setup, and system maintenance.
- Assist the transition from manual to electronic procurement processes to improve efficiency and accuracy.
- Coordinate creation and management of procurement records and ensure accurate setup of contracts and Standing Orders with ongoing documentation tracking.
- Obtain and review bids, quotes, and proposals; support evaluations and vendor selection with internal stakeholders.
- Maintain complete electronic and paper procurement files, including agreements, licenses, and warranties, and provide timely updates to stakeholders.
- Create and manage purchase orders, monitor deliveries, and ensure accurate receipt and inspection of goods and services.
- Conduct market research and total cost analysis to inform sourcing decisions.
- Support end-to-end contract lifecycle activities, including solicitation, evaluation, award, negotiation, execution, and performance monitoring.
- Support procurement audits, reporting, and compliance reviews.
- Identify opportunities for efficiency and cost savings through planning and process improvements; help consolidate recurring purchases.
- Communicate with vendors regarding order specifications, delivery expectations, and contract terms; support inventory control and warehouse pricing updates.
- Track and report supplier diversity metrics and support business reviews against contractual KPIs.
- Assist the Director and collaborate with the Owner’s Project Manager on Capital Projects regarding schedules and contract terms and conditions.
- Protect confidentiality of negotiations and financial data and address risk-related concerns.
- Research and analyze small and diverse businesses to align with needs and plan opportunities to increase participation.
- Support internal stakeholders with bidder Q&As, bidder conferences, RFPs, and negotiations and ensure adherence to procedures and protocols.
- Perform other duties as assigned.
Supplier Diversity Responsibilities:
- Conduct outreach to certified diverse, local, and small businesses for incidental and small procurements and represent the organization at vendor events.
- Document good faith efforts, outreach, and participation within procurement files and folders.
- Participate in required supplier diversity and procurement training programs.
- Perform other work-related duties as assigned.
Required Skills & Qualifications:
- Experience in a public sector or similarly regulated environment.
- Proficiency in Microsoft Excel, including pivot tables, formulas, and data analysis for procurement data.
- Strong organizational skills, attention to detail, and ability to meet deadlines in a fast-paced environment.
Preferred Skills:
- Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, or related field.
- Familiarity with Massachusetts public procurement requirements, including M.G.L. Chapter 30B, and best value procurement principles.
- Experience with Microsoft Dynamics 365 Business Central or similar ERP systems; Business Central preferred.
- Familiarity with supplier diversity tracking or reporting frameworks.
