The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth’s Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. The Office of Data Innovation and Analytics (ODIA) at EOTSS is hiring a Snowflake Data Engineer to facilitate the maintenance and expansion of our Commonwealth Information Warehouse, a Snowflake-based platform. The ODIA is the central data office for the Commonwealth. We manage enterprise data programs and initiatives and partner with state agencies to build analytics products that promote data transparency and facilitate evidence-based policy and decision-making.

As a Snowflake Data Engineer, you’ll work with a team of engineering professionals to develop and maintain smart, secure data systems and pipelines, enable analytics for data-driven decision-making, and build capacity for innovation in government. As part of the Commonwealth’s central data team, you’ll be on the front lines working to improve the value of our data systems across state government.

Position Overview:
\n
The Snowflake Data Engineer will be responsible for designing, building, and maintaining scalable, secure, and high-quality data solutions on the Snowflake cloud data platform to support statewide analytics, reporting, and data-sharing initiatives through our CIW. This role plays a critical part in enabling data-driven decision-making across agencies while ensuring compliance with state policies, data governance standards, and security requirements.

This is a full-time contract opportunity based at 1 Ashburton Place, Boston, MA 02108. The standard work schedule is Monday through Friday, 9:00 AM–5:00 PM.

This position follows a hybrid work model, combining in-office and remote work based on operational needs. All hires must meet applicable onsite requirements and be available to report in person for key activities, including onboarding and offboarding (such as equipment pickup and return). Specific onsite expectations will be determined by the Line of Business based on business and operational needs.

Key Responsibilities
\n

- Design, develop, and optimize data pipelines and data models within Snowflake to support analytics, dashboards, and operational reporting.
- Ingest and transform data from diverse sources, including transactional systems, legacy platforms, third-party vendors, and other state agencies.
- Implement and manage ELT processes using tools such as IICS, Snowflake SQL, Snowpipe, and cloud-native orchestration frameworks.
- Ensure data quality, reliability, and performance through monitoring, testing, and optimization of queries and pipelines.
- Apply state data governance, privacy, and security standards, including role-based access control and data classification.
- Collaborate with analysts, data scientists, and business stakeholders to translate policy and program needs into technical data solutions.
- Support cross-agency data sharing initiatives while maintaining appropriate controls and auditability.
- Contribute to platform standards, documentation, and best practices for enterprise data engineering.

Required Qualifications
\n

- Experience designing and developing data solutions using Snowflake.
- Strong SQL skills and experience with data modeling for analytics and reporting.
- Experience building data pipelines using modern ETL/ELT tools and cloud platforms (e.g., AWS, Azure, or GCP).
- Understanding of data governance, security, and compliance principles, preferably in the public sector.
- Ability to collaborate across technical and non-technical teams in a complex organizational environment.

Preferred Qualifications

- Experience working in state or local government environments.
- Familiarity with data mesh or federated data architectures.
- Experience supporting BI tools (e.g., Tableau, Power BI, Looker).
- Knowledge of CI/CD practices for data engineering.

Minimum Entrance Requirements:
\n
Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology data analytics, or (B) any equivalent combination of the required experience and the substitutions below.

I. An Associate’s degree in a related field may substitute for one (1) year of the required experience.
\n
II. A Bachelor’s degree or higher in a related field may substitute for two (2) years of the required experience.
\n
III. A Master’s degree or higher in a related field may substitute for the required experience.
