We are currently seeking a Full-Time Family Access Manager to join our team. This individual will be responsible for supporting families while they navigate the Massachusetts Financial Assistance process during the eligibility, enrollment and reassessment periods. They will be responsible for ensuring all eligibility requirements are met according to the Department of Early Education and Care regulations. Responsible for working with other employees involved with the enrollment and billing processes for childcare services.

Key Responsibilities (include but are not limited to):

  • Work with childcare program staff to ensure enrollment is maintained at various locations in the agency.
  • Work with Contract Managers and other fiscal staff to ensure timely placements and billing for subsidized childcare seats.
  • Perform all responsibilities related to the waitlist for families interested in accessing childcare financial assistance through a contract. This includes waitlist screening, placement and removal from waitlist, and notifications to families.
  • Review and determine each family's eligibility based on EEC's Child Care Financial Assistance eligibility criteria. These criteria are outlined in EEC's regulations, the Child Care Financial Assistance Policy Guide, and other agency communications. EEC expects the successful bidder to become an expert on the eligibility rules and criteria.
  • Educate and counsel families on childcare financial assistance programs, policies, processes, expectations, and their rights.
  • Review and process intake applications and collect required documentation from families.
  • Communicate promptly and proactively with the family and administration throughout the entire process, while providing transparency into the eligibility determination process wherever possible.
  • Assist families in collecting and submitting all required documentation for eligibility determination. Ensure that families submit the minimum required documentation based on EEC regulations and policies, and nothing extraneous.
  • Provide backup to the other Family Financial Access Managers for continuity of assistance and support.
  • Notify families and staff in writing before the end date of the current Authorization as determined by EEC Regulations and Policy, to inform them that Reauthorization is required to verify continued eligibility for EEC financial assistance.
  • Ensure placements and booking plans are entered into the FAMLY data system.
  • Assist families during child transitions, including working with Child Care Resource and Referral agencies (CCRR's), and other partner agencies to ensure smooth transitions from provider to provider and contract to voucher, when applicable.
  • Provide information to families on relevant EEC policies (e.g., attendance policies, payment policies, parent fees, reauthorization policies).
  • Safeguard and limit access to confidential information to individuals or agencies allowed by law.

Qualifications:

  • Working knowledge of CCFA and EEC Financial Assistance Regulations
  • Working knowledge of FAMLY
  • Working knowledge of Microsoft Office
  • Possess excellent verbal and written communication skills
  • Ability to adapt to new situations and demonstrate flexibility
  • Possess a valid drivers' license
  • Ability and willingness to travel for community and work meetings as needed.
  • Excellent time management skills in a fast-paced environment; attention to detail and strong organizational skills.
  • Demonstrated ability to meet deadlines.
  • Maintain a Suitable background record check.
