The Executive Office of Technology Services and Security (EOTSS) places our customers and constituents at the heart of everything we do. We offer responsive digital services and productivity tools to more than 40,000 state employees, who provide essential information and services to the citizens of the Commonwealth. We also serve constituents by providing digital services and tools that enable taxpayers, motorists, businesses, visitors, families, and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.

About this Role:

EOTSS is seeking an experienced Enterprise Technology Architect to join a small, collaborative architecture team that helps shape how technology supports public services across the Commonwealth. This is a high-impact role for someone who enjoys making sense of complex problems, working across disciplines, and turning broad goals into practical technology direction. The decisions made in this role may influence multiple agencies and shared services used across state government.

The architect will work with EOTSS leadership and architecture peers, as well as leaders from secretariats and agencies. Depending on the work, the architect will also partner with program teams, vendors, and specialists in security, data, and shared platforms. Together, they will evaluate options, define future direction, and guide high-priority initiatives from early planning through implementation. The work may involve a technology or product review, procurement, solution design, modernization effort, shared service, or emerging technology. The role combines strategic thinking with active participation in delivery and offers the opportunity to shape both individual initiatives and enterprise technology practice. The architect will also help turn sound decisions into practical standards and guidelines that support secure, consistent technology choices across the Commonwealth.

The architect works through both influence and decision authority. In some settings, the architect will advise leaders and build alignment; in others, the architect will own the technical decision on behalf of the architecture team. Success means that important decisions are made early enough to accelerate delivery, avoidable cost and risk are reduced, and opportunities for shared platforms and reusable capabilities are acted on. This is not a documentation-only or single-platform architecture role. The architect will not replace delivery or operational teams, but will own the cross-cutting technical decisions those teams need to succeed.

No one person is expected to be an expert in every technology domain. Strong candidates will bring meaningful depth in one or more areas, a broad understanding of how technology decisions interact, and the ability to learn quickly and draw on the expertise of others. Success in this role depends on sound judgment, curiosity, clear communication, and a willingness to take ownership of important decisions.

This is a full-time contract opportunity based at 1 Ashburton Place, Boston, MA 02108. The standard work schedule is Monday through Friday, 9:00 AM–5:00 PM.

This position follows a hybrid work model, combining in-office and remote work based on operational needs. All hires must meet applicable onsite requirements and be available to report in person for key activities, including onboarding and offboarding (such as equipment pickup and return). Specific onsite expectations will be determined by the Line of Business based on business and operational needs.

Responsibilities:

The work will vary from one assignment to the next. In this role, you will

Translate complex policy and program needs into clear target-state technology direction.

Make or guide important technical decisions, explain the reasoning behind them, and ensure the resulting direction supports secure and compliant technology solutions.

Participate in architecture review processes, evaluating proposed technology solutions and providing recommendations that align with enterprise standards, architecture principles, and long-term technology strategy.

Bring an enterprise perspective to technology choices and help the architecture team make clear recommendations that inform procurement and investment decisions.

Work alongside delivery teams to resolve difficult design questions, unblock progress, and adjust direction when the facts change.

Recognize when a need extends beyond one agency and help turn individual work into capabilities or approaches others can use.

Help turn promising ideas into capabilities that people can use and the Commonwealth can support over time.

Bring the right leaders and technical specialists together to resolve high-priority decisions that cross agency, secretariat, or organizational boundaries.

Help strengthen the architecture practice by turning recurring decisions and lessons learned into practical standards, guidelines, and reference architectures that teams can use.

Qualifications:

Eight or more years of progressively responsible experience in a technology role that involved complex initiatives and decisions. Equivalent combinations of education and experience may be considered.

A demonstrated record of leading or materially influencing complex technology decisions and helping carry those decisions into delivery.

Demonstrated experience with enterprise cloud technologies and identity and access management, together with a broad understanding of modern technology environments and how their components interact.

Meaningful depth in one or more technical areas, together with the ability to understand connections and tradeoffs across a broader technology environment.

Demonstrated ability to apply enterprise security architecture principles to complex technology decisions, including considerations related to cybersecurity, data loss prevention, identity and access management, data governance, and compliance.

Strong systems thinking and the ability to connect technology choices to broader organizational outcomes and long-term value.

Sound judgment in ambiguous and rapidly changing environments, with the ability to balance near-term delivery needs against long-term sustainability and enterprise value.

The ability to become effective in unfamiliar subject areas by asking strong questions, learning quickly, and synthesizing input from subject-matter experts.

Excellent communication skills and the ability to explain technical tradeoffs to both technical and non-technical audiences.

Experience developing, publishing, and maintaining practical technology standards, guidelines, or reference architectures that help teams make secure, scalable, and compliant design decisions.

The ability to work effectively across organizational and professional boundaries.

The ability to build trust and move decisions forward without relying solely on formal authority.

Preferred Qualifications:

Experience contributing to enterprise technology decisions beyond a single delivery team.

Experience supporting architecture governance or participating in an architecture review board.

Experience helping establish a new enterprise technology capability.

Experience with cloud platforms such as AWS or Microsoft Azure.

Experience working in government or another large, complex organization.

Relevant technical or architecture certifications are welcome but are not required.
