Requirements

5 or more years of experience in complex IT project management within enterprise environments.
Proficiency in Medicaid Management Information Systems (MMIS) and healthcare payer platforms.
Experience with drafting RFPs, RFQs, business cases, Advance Planning Documents (APDs), and vendor contracts.
Experience in hybrid, Agile, and Waterfall methodologies using MS Project, Jira, and SharePoint.
Experience with Change Advisory Board (CAB) governance, scope control, and capacity planning.
Experience in vendor management, matrix resource allocation, and public sector funding requests.
Excellent verbal and written communication skills.

Responsibilities

Manage end-to-end technical initiatives across enterprise Medicaid Management Information System (MMIS) workstreams.
Author technical business cases, Requests for Proposals (RFPs), RFQs, and federal or state funding requests.
Lead procurement review teams during vendor selection, proposal evaluations, and contract negotiations.
Oversee cross-functional teams in the design, development, testing, and deployment of enterprise IT solutions.
Institute Change Advisory Board (CAB) controls to track scope modifications, risks, and project timelines.
Coordinate capacity planning across business analysis, quality assurance (SQA), and software engineering teams.
Publish weekly project status reports, data flow diagrams, file layouts, and risk mitigation strategies.
